When clicking on a pdf link I get the option to "open with" or "save file". When I click "open with" the file opens and at the same time is downloaded into a temporary file that goes away when I close Firefox. How can I have these files directed to my "downloads" folder instead of the temporary folder at the same time it is opened?

With Firefox once opened use the Print icon to Print to File. This then saves it where ever you want it.

Install Adobe Reader DC and switch in Applications use Adobe instead of Firefox. Will have to Press save as to make sure it is saved.

I am trying to find a way to open and save in one step from the pop up dialog box. This would be possible if I could change the temporary location where it is now saved to my download folder.

That won't happen unless there was some kinda Addon/Extension that was made for that. FF Browser comes default and what users change other that is up to them. Only other program I know and use that just by clicking it popups where to save and that is all but it's not a FF ability since they made it have similar to other Browser save options.
