I find myself having to go to AOL to generate a one time password for 3rd party apps whenever I have to reboot my machine or shutdown Thunderbird. Is this something going wrong on Thunderbird or AOL?

A one-time (app) password shouldn't be necessary if the account uses OAuth2 authentication. AOL settings are:
imap.aol.com, 993, SSL/TLS, OAuth2, email address. Same for POP except pop.aol.com, 995.
smtp.aol.com, 465, SSL/TLS, OAuth2, email address.
