I went into Firefox and saved the setting: "Firefox will remember my tabs and windows from last time." But I also told Firefox to not save my history, now whenever I close it and reopen it, it takes me to one tab, Google. When I had 6 tabs opened when I closed it, do tabs count as history?

Yeah, that counts as "history".

If you want to clear the History then set those pages as your Home pages. Then you can click the Home button to open them. Or you can place the links in a folder on the Bookmarks Toolbar and open all links in that folder with a middle click.
