You probably don't need to delete ALL of your cookies -- that could log you out of all sites you visit regularly -- just the cookies for the bank's site. When viewing the site, right-click the page and choose View Page Info. Then on the Security tab click View Cookies and you should see just that site's cookies. You can remove them there.

Clearing the cache removes files that have been stored temporarily to speed browsing. You shouldn't lose anything else. You can clear your cache here:

In the options dialog,

Advanced > Network > Offline Storage: "Clear Now"
