The icons on my navigation bar are sized somewhere between "small" and normal. The only way I found to fix it, is to go to Customize and double-click the "small icons" checkbox.

Right click the Menubar > choose "Customize" at the end "Uncheck" the " use Small icons".

The box is already unchecked, and the icons when Firefox first opens are larger than the normal "small" icons.

The Reset Firefox feature can fix many issues by restoring Firefox to its factory default state while saving your essential information. Note: This will cause you to lose any Extensions, Open websites, and some Preferences.

To Reset Firefox do the following:

  1. Go to Firefox > Help > Troubleshooting Information.
  2. Click the "Reset Firefox" button.
  3. Firefox will close and reset. After Firefox is done, it will show a window with the information that is imported. Click Finish.
  4. Firefox will open with all factory defaults applied.

Does it help if you drag the other buttons off the Navigation Toolbar that are added by extensions in case one of them is increasing the height in some cases?

No, the problem still remains. Even resetting firefox completely does not stop the icons from changing size after selecting then deselecting "use small icons".

So this still happens in Safe mode with the default toolbar layout?

Create a new profile as a test to check if your current profile is causing the problems.

If the new profile works then you can transfer some files from an existing profile to the new profile, but be careful not to copy corrupted files.

Even in safe mode, and a new profile, the problem still occurs.
