It was set for M/O picture manager!! However I set it up to 'Always Ask'. Then when I was asked I set it for M/O picture manager and also set it do this automatically in the future. From then on it is now opening the file.

Under Tools(or AppMenu/Options)/Options/Attachments/Incoming, what Action do you have for jpg Content type?
