Wehave two profiles on our DELL. One profile is now showing this message - "The proxy server is refusing connections" - when we try to log on to the internet.
One user can log on to the internet - no problem, but other user gets - "The Proxy Server is Refusing Connections. E-mails are good all around. Have checked settings, but can't find any solution.

Some added toolbar and anti-virus add-ons are known to cause Firefox issues. Disable All of them.

I have been trying all your great suggestions, but no success. My side works perfect, but my wife's side will not connect. Her E-mails are coming thru, but she can not open any attachments or download any pictures. This is weird - one side works and the other side doesn't.
Thanks for all your help.
Were you logged in as your wife? If your side works, and using the same program does not work for her, it has to be in the settings.
I tripped over the solution. Tools.options.advanced.connection.settings. First user: use system proxy settings Second user: no proxy.
Don't really know why, but it works.
Thanks again for all your help.
