
how do i recover my primary password
I have gone through all the steps.
I get a message back that "your primary password has been reset".
To What? Where do I find it

I presume you mean you chose to create a 'Primary Password' in order to prevent people who you have allowed to have access to viewing your emails from being able to access and see all your stored passwords for the various mail accounts.

To What? Only you know what you set the primary password to be when you set it up - "I have gone through all the steps." Where do I find it ? You do not find it anywhere. You are suppose to remember it. That is it's purpose. You cannot recover a Primary Password, otherwise anyone could recover a Primary Password which defeats the object of setting a Primary Password in the first place.
If you have set a Primary Password and have forgotten it, then you can clear it, but when you do this you will also clear all saved mail account passwords at the same time. This is because the purpose of the Primary Password is to protect all mail account passwords from being viewed. If anyone could clear a Primary Password, then anyone could view stored mail account passwords, so it is assumed the person who clears the Primary Password already knows all the mail account passwords, so they can be added again. This protects your mail account passwords from being accessed by someone who does not know the Primary Password.
Most people set up a computer so each person has a User Account accessed by a password. This means no one should be able to even access your desktop nor have access to Thunderbird profile. This is more important if you share a computer. If User Accounts are used and only you have access to it via a password, then it should not be necessary to set a Primary Password unless you share workspace and do not log out of your User Account when away from computer - which is not advised.
The 'Primary Password' is previously known as 'Master Password' - in the same way a 'Master Key' has access to all key locked doors, the 'Master Password' has access to all passwords. The word 'Primary' is now used as a politically correct solution which does not really describe it's purpose. If you did the above then it should have removed the Primary Password and also all stored mail account Password.
Menu app icon > Preferences > Privacy & Security Scroll to 'Passwords' section Click on 'Saved Passwords' button It should be empty.
