can't send mail with live.ca (outlook)

I have 4 email addresses gmx.com, live.ca, yahoo.com and mail.com. All were set up using the setup wizard and all work ok sending and receiving mail except live.ca (outlook) which receives mail ok but sending gives the error... Sending of message failed. The message could not be sent because the connection to SMTP server smtp-mail.outlook.com timed out. Try again or contact your network administrator. I have tried changing the outgoing server (Port 25 SSL/TLS STARTTLS) any changes I could glean from this site but I always get an error message. Either the one above or one that says the server is bad or something else but can't send mail. Ant help would be appreciated.

Microsoft gives live.com email settings as

Incoming (IMAP) Server

Outgoing (SMTP) Server

  • Server address: smtp-mail.outlook.com
  • Port: 25 (or 587 if 25 is blocked)
  • Authentication: Yes
  • Encrypted Connection: TLS

User name: Your email address Password: Your password

As far as Thunderbird goes that applies with the following translation Authentication Method: Normal Password Connection security: StartTLS Port: 587 (No one should use port 25 unless they are operating a server.)

Give that a try and see how it goes.

It could be I misinterpreted the security. Perhaps SSL/TLS will work. STARTTLS is working for me.

SSL/TLS was the original setting. It didn't work that way either.
