In copying my profile to a new computer I find that the Thunderbird profile in the new computer cannot be accessed because it is "locked"; so how do I unlock it
The "lock" I am referring to is a padlock symbol next to the folder label in Windows Explorer. which appears to indicated that opening the folder is not permitted. I therefore cannot copy the profile information to the profile folder in the new computer.

I'd suggest you ask in a Windows forum.
