I get from Thunderbird:

disabling most anti virus product does nothing from a diagnostic point of view. some even lie about being disabled. Others disable them selves but do not remove the disabled parts from the connection process so disabling can actually make things worse in some instances.

Avast offer this for their certificates https://support.avast.com/en-ww/article/91/

I would also suggest you use the config editor to ensure the certificate store being used is still set to Thunderbird. Some anti virus product change this to the windows store. So in the config editor search for security.enterprise_roots.enabled and ensure it is set to False. (double click it in the list to change it or right click it in the list for a menu of sctions)

To do a proper test without avast I suggest you try windows safe mode.

If safe mode for the operating system fixes the issue, there's other software in your computer that's causing problems. Possibilities include but not limited to: AV scanning, virus/malware, background downloads such as program updates.
