Add to top sites - Top site limit reached

When I try to add something to my top sites I get the message

> Top site limit reached To add a new top site, remove one. Touch and hold the site and select remove.

However this doesn't make sense as I haven't chosen any of my top sites. I removed the defaults (Google, wikipedia) and the rest all show the remove from history option instead of remove. It seems like if you don't have 16 pinned then it fills in the rest based on history. In this case all 16 are filled in based on history and 0 are pinned. As far as I can tell it's fubar and I can't add anything to my top sites. Is there anything I can do?
