We can receive e-mails, but we cannot send out e-mails. When we send out an e-mail this message comes up.

Sending of message failed. The message could not be sent because connecting to Outgoing server (SMTP) failed. The server may be unavailable or is refusing SMTP connections. Please verify that your Outgoing server (SMTP) settings are correct and try again.

You need to post a screenshot of the SMTP server settings pane before any suggestions can be made.
