Bookmark toolbar WILL NOT show icon and text all the time. It shows text only on mouse over. How can I change this obnoxious behavior? [SOLVED]

I don't get this behavior with another computer with 3.6.12 on it and I've had 3.6.12 on this Windows 7 computer and didn't have the jumping icons. How on earth do I turn the jumping icons off?

Nevermind, I didn't realize I had an Add-On (Smart Bookmarks Bar) that was causing the problem. YUK. Uninstalled that sucker!
