Certain websites won't register and I keep having to register then as a first time user
Asks "is this a personal computer - register it" or a "public computer - don't register it". Even when I choose to register it, question comes back up next time I come to site.

That type of saved "data" is usually saved in a cookie for each website. Are you clearing your cookies when you close Firefox? Or do you have a "security" or "cleaning" program installed that automatically deletes cookies?
No, the box "clear cookies when you leave firefox" is unchecked and I am not aware of any program running on my pc that clears cookies. I don't have the problem with Avant or explorer. It happens with my secure sites with logins.
Create an allow cookie exception (Tools > Options > Privacy > Cookies: Exceptions) to keep such a cookie, especially for secure websites and if cookies expire when Firefox is closed.
That didn't work either. I entered several different sites and they still keep asking me if I want to register the site.
Does it work during the current Firefox session?
Make sure that you do not run Firefox in permanent Private Browsing mode.

- You enter Private Browsing mode if you select: Tools > Options > Privacy > History: Firefox will: "Never Remember History"
- To see all History and Cookie settings, choose: Tools > Options > Privacy, choose the setting Firefox will: Use custom settings for history
- Deselect: [ ] "Permanent Private Browsing mode"
Permanent Private Browsing is unchecked and it happens during the same session. I logout of my bank site and then try and log back in, I get the same message asking me to register the site, which I say yes to.
Did you create an allow exception for those sites?
Clear the cache and the cookies from sites that cause problems.
"Clear the Cache":
- Tools > Options > Advanced > Network > Offline Storage (Cache): "Clear Now"
"Remove Cookies" from sites causing problems:
- Tools > Options > Privacy > Cookies: "Show Cookies"
If clearing the cookies doesn't help then it is possible that the file cookies.sqlite that stores the cookies is corrupted.
Rename (or delete) cookies.sqlite (cookies.sqlite.old) and delete cookies.sqlite-journal and cookies.txt, if they exist, in the Firefox Profile Folder in case the file cookies.sqlite got corrupted.
Help > Troubleshooting Information > Profile Directory: Open Containing Folder
