If you sync extensions then they will be reinstalled if you remove them.
If you disable them instead then they should stay disabled and not working.

You may need to set this pref to true to ignore changes to the user-enabled flag

So this means that if I install an add-on on any device just to try it, then remove it, it will be added to the sync so automatically installed forever on all my other devices? There's no way to ever stop syncing an add-on if it's been added on any device once?

Yes, and no.

Sync will upload any changes to the Sync server fairly fast, and then as soon as you open a different device the changes will be propagated to that device. Or turn off Add-ons in Sync My on your devices, and enable it again when you want to "push" a newly installed Add-on to other devices.

Try using a 2nd Profile to "test" extensions for suitability for your purposes. Some very experienced Firefox users do that to prevent conflicts between extensions from ruining a Profile that they have a lot of time invested in perfecting that Profile.
