Can create a desktop shortcut to a website, no problem, but I want to do a whole bookmarks folder.

Sorry, Firefox needs to be running to be able to view the "bookmarks folder". Bookmarks are stored in the places.sqlite file in the Profile folder.

You can create a desktop shortcut to open the Bookmarks Manager (Library) as shown in the sidebar.
