I can't send messages anymore to anyone. "Safety alarm account is blocked for outgoing e-mail. Control the receiver of the message and try again."

The error message is in Dutch, I will add a printscreen. Thunderbird is blocked for outgoing e-mail. "Safety alarm account is blocked for outgoing e-mail. Control the receiver of the message." But Thunderbird is blocked for anyone to whom I want to send an e-mail. So in my opnion it cannot be a problem by the receiver. I tried the different safety options but that didnt workCan someone help me out? If necessary my e-mail is andringa@wxs.nl
