The manage exception is grayed out and not avaialbe for inputting the name of certain websites to be an exception. following is the screen I get with grayed out areas. How can I enable this window to accept my typing a web address for exception of tracking protection?

I can't use it either. If you load the site, you can click on the shield at the left end of the url-bar and use the pop-up to switch tracking protection off or on.

The only way to add an exception for Enhanced Tracking Protection is by clicking the highlighted shield in the location bar and switching the slider to the off position. You can't add an exception via Options/Preferences like is possible for cookies and logins.
