Firefox v91.6.0esr does not save site exceptions for passwords.
FIrefox prompts to save username and passwords on sites or to update them when changed. However, if I select "Never ask" when the prompt shows up, it will add the site to the password exceptions list in Options. But when the browser is shut down and opened in a new session, that list is cleared.
I manually saved two banking sites to the exceptions list, then closed and restarted Firefox and found NO entries in the Exceptions list.
This is the same question asked by 'Gramps' 12/19/17 BUT this is version 91.6.0esr. Also, "Clear History" is OFF, and there is no advanced system care running.
There is another question; "Exceptions list for "Remember logins for sites" clears on exit." #1171666. This mentions deleting file [permissions.sqlite]. What else is stored in this file that I will have to re-create if I delete it?

In case you use "Clear history when Firefox closes" or otherwise clear history.
- do not clear the Site Preferences
- Settings -> Privacy & Security
Firefox will: "Use custom settings for history":
[X] "Clear history when Firefox closes" -> Settings - https://support.mozilla.org/en-US/kb/delete-browsing-search-download-history-firefox
- clearing "Site Preferences" clears exceptions for cookies, images, pop-up windows, and software installation and exceptions for passwords and other website specific data
- clearing "Cookies" will remove all cookies including cookies with an allow exception you may want to keep
Thank you cor-el for a quick answer. Unfortunately that is something I checked and mentioned in my question:

Thus I think the file that stores these exceptions is missing/corrupt/ignored, which is what I was hoping would be addressed in responses here. That question was unfortunately not in the headline, so here it is again:

So, is looking for and deleting 'permissions.sqlite' still the answer for v96.1.0 esr?

Login exceptions are stored in logins.json along with the logins under the "disabledHosts" key, so if there is a problem with logins.json then this can also affect the exceptions. Clearing Site Preferences affect several files that store exceptions (permissions.sqlite and logins.json) and other site specific data (content-prefs.sqlite).
