Password Manager is not Secured
Sorry as I Don't know how to Write the Problem. But Still Trying for it and save the World with Big Problem of Firefox Password manager.
I wanted to state that firefox Password Manager is still not secured on windows PC,
My Clarification.
When you Open the Firefox and Press the Application Menu, Passwords. It Open all the Passwords.
Ii I wanted to Steal any Passwords of my Known Person, it's very easy on PC. If any User Keep his Account Sync Open with Mozilla Server, I just Sit on My known Person user PC. Open the Firefox and Press the Application Menu, Passwords. and All Password i can See and Copy
Here is what i Think Mozilla Team to Have - Password Manger Opening Key or can see Secret Password / Other encryption & Decryption Method which only the Actual User will see All saved Passwords by Password / Other encryption & Decryption Method.

This is what happens if you don't password protect your Windows 10 user account. If they do that you won't have access to their computer account if they use the admin/owner to create their profile as admin/owner you wont have access to logins. And sync won't work if they don't use it. I think you have more issue problem and it's not related to firefox.
You need to set a Primary Password to secure login information. Settings > Privacy & Security > Logins and passwords : Use a Primary Password.
Once that password has been entered, anyone can see your logins but the passwords are encrypted and only visible when entering the primary password again.
