I am unable to show Weather Channel Videos
I am unable to see the videos on the Weather Channel. They do not seem to be flash videos. All I get is a spinning loading wheel which does not stop. I do not have similar problems at other sites (CNN or Youtube for example). If I turn the flash blocker on and off it does not seem to affect the problem.

Glad you found a solution, obviously you do not get the free weather video without the adverts, I suppose the revenue from the adverts funds the site.

I have just tried the URL provided in your system details, the video works ok for me and played as a FlashPlayer video. I did not start looking in detail once it played, but maybe there are redirects, cookies or scripts involved that your security or addblockers etc are preventing. Apparently a site brightcove is involved with their video per this message http://go.brightcove.com/content/en-brightcove-online-video-platform
I eliminated add-ons one by one. Flashblock was the first I eliminated and it did not affect the problem BUT adblock did! When I removed adblock, I could see the videos (albeit with 38 second commercials)

Ghostery will block it also...if you whitelist weather.com under ghostery options it will work...of course the trackers will too, but only for that site.
I will also see if Ghostery might also be a source of the problem
I had Adblock, Flashblock, and Ghostery on rel. 3.16 and Adblock seemed to be the culprit. I am now on rel 4.0 with the same three add-ons and still had the problem, but this time the Ghostery whitelist for weather.com solved the problem. Adblock and Flashblock seem to be working fine. So I'm running all three Add-ons, with a with a Ghostery whilelist for weather.com. I don't what to say exactly, but that it might be release dependent, but don't hold me to that.
Thanks, Guys...
