Did you check for issued caused by security (anti-virus) software?
Try to rename (or delete) the mimeTypes.rdf file in the Firefox profile folder to reset all file actions.
What is the error that happens when you try to download .rar or .zip file?
please provide us with a screenshot. If you need help to create a screenshot, please see How do I create a screenshot of my problem?

Thank you!
Here is the error.
Try cor-el's advice above then report back.
The problem persists.
What rar file are you trying to download? Can you give me a link to it?
It happens with all .RAR or .Zip files.
Any other suggestions?
No idea what was causing the problem. But I apparently solved it.
Additionally: Firefox won't download previously failed .RAR files unless you delete the .part files in your Downloads folder and the instances of the files in your "Recent Files" folder.
Ok apparently I didn't solve it.
Sometimes a problem with Firefox may be a result of malware installed on your computer, that you may not be aware of.
You can try these free programs to scan for malware, which work with your existing antivirus software:
- Microsoft Safety Scanner
- MalwareBytes' Anti-Malware
- TDSSKiller - AntiRootkit Utility
- Hitman Pro
- ESET Online Scanner
Microsoft Security Essentials is a good permanent antivirus for Windows 7/Vista/XP if you don't already have one.
Further information can be found in the Troubleshoot Firefox issues caused by malware article.
