Downloaded files go to Temp directory, cannot change download location.

Using Firefox 31.7.0 ESR and updated to 38.0.1 did not resolve. When several of my users go to download a file it will go to the TEMP directory in Windows 7. This will prevent the file from being opened until it is moved from that directory and proper permissions applied. We are unable to change the download location but it still shows the downloads folder under the general tab in the options menu. When we go to click browse, nothing happens. When we click on "Always ask me where to save files" nothing happens.

Reinstalling Firefox fixes temporarily as the issues can even return on the same day.

Are there browser.download prefs that show as locked on the about:config page?

Note that it is possible that security (anti-virus) software keeps an handle on files if files stay in the Windows TEMP folder and aren't moved to their destination folder.
