Hi, please see - How to set the home page, and make sure that 'When Firefox starts' is set to 'Show my homepage.'
If your question is resolved by this or another answer, please take a minute to let us know. Thank you.
Additionally, if I close Firefox with multiple tabs open, those tabs will come back when I start again.
Please see - Startup, home page, tabs, and download settings.
You can check if you have a user.js file in the Firefox profile folder that sets the browser.sessionstore.resume_session_once pref to true.
You can use this button to go to the current Firefox profile folder:
- Help > Troubleshooting Information > Profile Directory: Show Folder (Linux: Open Directory; Mac: Show in Finder)

Please remember, everything worked as it is supposed to prior to upgrading to Windows 10 and the latest version of Firefox. I know how to setup Firefox and I did not change any settings. Furthermore, I have gone back and checked ALL the settings I can find. The problem persists.
Did you check the profile folder for the presence of a user.js file?

Windows hides some file extensions by default. Among them .html and .ini and .js and .txt and you may only see a file name (User) without file extension. You can check the file extension (type) in the properties of the file in Windows Explorer via the right-click context menu.
