Bookmark this page is broken now and will only save to Other Bookmarks. How can I get my bookmarks to go in my Bookmarks Menu where they belong???

When I go to Bookmark a page, when I chose the bookmarks menu item where I keep all my bookmarks, it changes it back to other bookmarks which I have never used and have always removed from my menu. I am unable to create a new bookmark in Bookmarks Menu. I couldn't even find my bookmarks for the last 2 days then I had to manually move them all into Bookmarks Menu where they belong. Bookmark this page is broken for me right now. I need my bookmarks in Bookmarks Menu. I don't use Other Bookmarks.
