I believe the Outlook import wizard was remove after Thunderbird 31.8.

Before doing anything, please do backup your current Thunderbird profile.

Remove your current Thunderbird version and install Thunderbird 31.8 from here. DON'T RESTART THUNDERBIRD JUST YET.

You will to first create a separate Thunderbird profile. Start the profile manager from command line. In Terminal run: "thunderbird -ProfileManager". Create the profile and use to start Thunderbird 31.8.

This profile will be used to import your Outlook emails. This article also has information on handling profiles.

This will import all your Outlook email in a new folder under a Local Folders folder in your TB 38.1 profile. Copy that to your existing previous profile.

Then remove Thunderbird 38.1 and reinstall the latest version, your Outlook mail folder should be under Local Folders and you'll be able to move it elsewhere from there. Keep in mind moving more than ~400 emails at a time will be very slow and can fail.
