Tabs showing up in Book Mark Tool Bar

I have 945 tabs that show up in what I'll call the "Bookmark Took Bar" just below the home page tool bar. Most are duplicates. I want to clear these and only have a few important tabs (bookmarks?) in the bookmark tool bar. Can you help me.

Are books marks the same as tabs. How can I prevent this from happening again?
