pdf Downloads Showing Up As Chrome HTML Document

I have always downloaded files including pdfs with Firefox with no issues.

However, today, any pdf file I download shows up in my download folder as a Chrome HTML Document which I cannot access.

Any ideas of how to fix and what might have caused this?

What file extension do these PDF files have ? Do they work if you change the file extension to .pdf ?
