When syncing between two different firefox instances not on the same OS or computer which of them is the syncing from and to?

If I have one instance where I have Firefox on a different computer and another on a completely different computer which of them does Firefox know it's the latest one to sync from?

It works just fine!  ;-)) see screenshot I run 5-8 version on most laptops, but not all are syncing.

There is no master for Sync, all connected devices are equal and data from all connected devices is uploaded to the Sync server and merged to the other devices.
