I would like to make exceptions to the clear history when Firefox closes option, this will enable me to leave the accept both 1st and 3rd party cookies checked knowing that they will be deleted when I close Firefox except for the handful of selected and trusted sites with 1st party cookies which are wanting me to register every time I visit.

There are no exceptions possible when you use Clear Recent History to clear the cookies when you close Firefox

You do that by not using Clear Recent History, but by letting all cookies expire when you close Firefox. Make an allow exception for cookies that you want to keep and make sure that you do not use Clear Recent History to clear the "Site Preferences".
