Found the Read-only box checked in the properties folder and when the box is unchecked and I click apply then reopen the properties folder the Read-only box is checked again.

Only a check mark in the Read-only box means that a folder or file is Read-only.
Windows doesn't check all the files in a folder so instead displays a green block to indicate that it is not sure.
You always need to look at the files individually.
Easiest to do that is to make the Attributes visible in "View > Details" mode: Choose Details in Windows Explorer.

A possible cause is security software (firewall) that blocks or restricts Firefox or the plugin-container process without informing you, possibly after detecting changes (update) to the Firefox program.

Remove all rules for Firefox from the permissions list in the firewall and let your firewall ask again for permission to get full unrestricted access to internet for Firefox and the plugin-container process and the updater process.

Placed Firefox on the exceptions list for the firewall, rebooted just to be sure, started Firefox up, and it still is unresponsive.
