You can use the NoSquint extension to set font size (text/page zoom) and text color on web pages.

I'm not sure if it is easy to set Arial Bold as the default font on Windows 7. That would require to have the font-weight set to bold as the default.

You can use the Stylish extension to have easier access to the customization files.
