attempting to download firefox 52.2.1esr form here https://www.mozilla.org/en-GB/firefox/new/

results in the download being blocked as suspicious due to win32:evo-gen by avast antivirus.

tried using existing firefox 51.0.1 and chrome browsers same result ,pc passed virus scan and anti-malware scan no problems found.

Puzzling. How about from the "archive" server, does this one give an error? http://archive.mozilla.org/pub/firefox/releases/52.2.1esr/win32/en-GB/

Success down loaded in under 60 seconds and no virus warning, Thanks

It is possible that security software (anti-virus, firewall) is causing the problem. Try to disable security software temporarily to see if that makes a difference.
