I have lost all the mail on local folders and they no longer exist online. I have the global-messages-db.sqlite file, how can I use this to recover the mail?

I can see the text of my missing mail inside the index file. global-messages-db.sqlite.

Is there a way to use this file to recover the messages back into my mailbox?

How did you manage to do that?

and they no longer exist online.

Did they exist 'online' prior to the incident? If so, I'd be surprised.

That is just an index, not the actual messages. You cannot restore messages from the index.

You can restore messages from a recent backup of your Thunderbird profile folder, assuming you did create one in the first place.
