Some websites will not load their page or stop their countdown timer, if their tab isn't active. Are there anyway way to force them to load without making their tab active?

Maybe. There is an extension for Android that blocks YouTube from detecting that you've switched away from the tab to prevent it from stopping the player. A similar principle might apply on desktop.
