trouble scrolling with the down button

I am also having trouble where when I hit the down button in FF it takes me to the bottom of the page, and I cannot get it to scroll back up. I am not able to just scroll down a little bit. If I then double click on the webpage and the cursor finds a place in the text (sort of as if I was scrolling through a word document and the cursor goes line by line, then there is no problem). No problems in IE or other programs, only FF. I have checked to see if caret browsing is on and it was not. Anyone have any suggestions?

Hit the F7 key to turn off Caret browsing. http://kb.mozillazine.org/Accessibility.browsewithcaret
