Start Firefox in Safe Mode {web link} by holding down the <Shift> (Mac=Options) key, and then starting Firefox.
A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?

Have you tried this? How long does it take you to pull up the page?
There have been issues reported like slow scrolling with Google News in Firefox 60 since Google updated their website. Your problem may be related.

If you use extensions ("3-bar" menu button or Tools -> Add-ons -> Extensions) that can block (wanted) content (Adblock Plus, NoScript, Disconnect, Ghostery, Privacy Badger, uBlock Origin) always make sure such extensions do not block (wanted) content.
- make sure your extensions and filters are updated to the latest version
Start Firefox in Safe Mode to check if one of the extensions ("3-bar" menu button or Tools -> Add-ons -> Extensions) or if hardware acceleration is causing the problem.
- switch to the DEFAULT theme: "3-bar" menu button or Tools -> Add-ons -> Appearance
- do NOT click the "Refresh Firefox" button on the Safe Mode start window
No problem with scrolling.
I have found the bulk of the 15sec to load Google News is starting Firefox itself. Once FF is running, GN loads fast (3sec).
Any idea why Firefox loads slowly, (Chrome loads fast)? This was not the case before W10 1803.
Starting in safe mode did not help. Disabling all extensions did not help.
I'll reinstall FF...
Don't forget that when Firefox starts, it also starts the background stuff.
One thing that I do is to start Firefox with the about:blank page. Then I drop that window to the taskbar.
After, when I call on the browser, it's already open, so it displays new pages faster.
After reinstalling, FF works a little better: 8 sec to load FF, an additional 2-3 sec to bring up Google News, a total of around 10 seconds. Additional Tabs open in 1 second.
Chrome takes 5 seconds in comparison.

Yes, FredMcD. There were no changes in Google News load times.
After more experimenting, I have found the following: 1. Google.com as the default home page opens in 4 seconds. 2. Manually typing the Google News URL after FF is open, it takes 2 seconds to pull up the Google News page. 3. Using the Google News as home page, it takes 10 seconds to pull up.
Based on the above, it should take no more than 6 seconds to pull up Google News, including starting FF.
