There is a current issue regarding this and it has been reported to bugzilla. They have deliberately greyed out the options until a resolution is found.

Workaround to try.

Export the emails from Outlook as individual .eml files. Save them in a suitable folder (not in thunderbird)

Install this addon and use it to Import the .eml files.

How to install: Download the addon extension .xpi file to desktop or downloads folder.

in thunderbird Tools > Addons OR Menu icon > Addons click on gear wheel icon and select 'Install addon from file' locate the .xpi file and click on Open

Restart Thunderbird at prompt.

Right click on folder > ImportExporttool > Import Mesages locate where you saved the .eml files. select .eml files and click on 'open'

RE: Address Book Export as .csv file.

In Thunderbird Tools > Import select 'Address books' and click on Next Select 'Text file( LDIF, .tab, .csv, .txt) and click on Next Map the fields to match the equivalent thunderbird fields.

OR before importing, open the saved .csv file using eg: Excel and change column headings to match Thunderbird column headings. Then use the Tools > Import method. Here is a link which tells you the address book column headings.

Version 31.6 will do the import. Go back to that version, do the import and then upgrade.
