1.Mozilla is blocking Google, 2.can't sign in to my Mozilla account
When I can't sign in using password it states that they will resend an email to rest password. I never receive an email to reset.

Such e-mail is always sent to the address on file with the website.
Check your user profile at the site. Also, check your junk mail folder.

FredMcD is correct here, there should at least me a message on the reset mail button that comes up if the email address could not be reached or if there was a bounce notification on your inbox.
Do you have an autoresponder, mail return receipts set up or have you checked spam already?
