How can i specify the same pop up blocker settings and allow and remember plugin settings for all users

I'm running Windows 7 Enterprise x86 with the latest versions of Mozilla, flash, and java. I have setup the administrator's profile with the way I want the settings for the pop up blocker and also enabled the adobe flash and java plugin but it doesn't inherit the same settings for all users. I have tried to use CCK wizard which allowed me to modify some settings but I still had to run it on all profiles. Please help me.

The following article describes how to create a shared preference file. You can either create preferences that individual users can override, or create locked preferences that individual users cannot override.
