As we need to send many for marketing in a day, but if we use Thunderbird, the emails will all be sent in a short time, which will cause our email address to be blocked by some users, so I wonder if we can schedule a time to send the messages. For example, messages can be sent at 3-minute interval. Does thunderbird have such a tool?

One option is to use the mailmerge addon and save as draft and then release a few (manually) at a time. BUT, for long-term use, I strongly advise you to use a mailing service, such as Mailchimp or others. Several of these services allow a few hundred a month for free.
