bcc exposes names to all recipients

I am using the latest version Thunderbird 45.3. When sending bcc to a group of recipients they have all reported that the other addresses are exposed. What is wrong? I have an outlook address.

You are not using BCC as it does not work with outlook. they stopped sending mail addressed to BCC addresses months ago. Why I have no idea.
