web shortcuts don't always open

Over the last few months I have been having problems getting web shortcuts on my desktop to open consistently. Sometimes they will open but other times the will not with just a blank page. If I close it and then click on the shortcut again, it will open…sometimes. Other times, I have to open then close then open then close then open again before the shortcut will open properly. Not ideal. I disabled all add ons and plugins but that didn’t help. I opened FF in SafeMode but that doesn’t help. I cleared Cache, cookies and history but that didn’t help. I re-installed FireFox but that didn’t help. I switched browsers to Chrome and the shortcuts open every time. I just noticed that if I leave a copy of FF open and minimized, then when I click on a web shortcut, it will open without issues. I run Windows 10 pro ver 2004. As of now, I am using Chrome as my default browser, but would rather be using FF. Any ideas what the problem is and how to fix it?
