Firefos says "proxy server is refusing connections" for only one of three users on desktop
One user is getting this message when he logs onto our home computer, and can't access the Internet when logged in as himself. He ends up using my login.

See "Firefox connection settings" in Server Not Found - Troubleshoot connection problems
You can find the connection settings in Tools > Options > Advanced : Network : Connection
If you do not need to use a proxy to connect to internet then select No Proxy
