If you want multiple languages then you can install additional language packs:

I already have the tar.bz2 file downloaded, my question was installing the tar.bz2

You can extract the content of a tar.bz2 file to a folder in the home directory or in usr/local
If you use the latter location then you can only update Firefox as a root user, but Firefox is available for all users. Installing in the home directory allows to update as that user.
