How do I set FF so hitting enter in the address bar refreshes a page if it's already loaded?

Currently FF does not reload a webpage if you re-enter it into the address bar.

For instance, go to your address bar right now. Change nothing and hit enter. Notice nothing happens? Even if there was new data on the page, it would not show up. You have to hit refresh for the page to actually refresh. EDIT: Okay so this was a bad example... because it refreshes rofl. I cannot say the same happens for most others sites though.

I want to change it so the refresh function applies to hitting ENTER in the address bar, on all sites!

The keyboard shortcut is "F5" or "Ctrl+F5" to bypass cache.

I have had problems if the file is on my local drive and their is a fragment-id on the url. So I sometime have to reload without that fragment-id (mypage.htm vs mypage.htm#step41)
