Can't setup Sync on Windows

I setup a new Sync account.

Then I followed this to get the key to sync the other device. (https://support.mozilla.org/en-US/kb/how-do-i-set-up-firefox-sync#w_get-the-code-on-another-computer)

The problem is I don't see "Setup Sync" when I click the Firefox button.

I am using firefox 21.0 on windows 7.

hello ahmed, if the button does not appear, then go into firefox > options > sync in order to start the pairing of the device.

Should be just above Exit in the Firefox menu.

When Sync has been set up that menu item changes to Sync Now.

OK. But when I choose "Pair a Device", it says the key is incorrect, although they are the same 12 characters generated on the other device. Any suggestions?
