Syncing of tabs between FF Desktop and FF Android happens maybe once every 12-24 hours

On the desktop, I'm using 32-bit Firefox 22.0 on Windows 7 Professional. On my phone (Motorola Droid Razr Maxx HD) I'm using Firefox 22.0. On my desktop, going to History -> Tabs from Other Devices, I see the tabs that I had opened on my phone maybe 12 hours ago, and possibly as long as 24 hours ago.

On the phone, I go to Settings -> Sync -> (select the Firefox account) -> toggle syncing on and off. It updates the time of the last sync to be the current minute. On the desktop, I go to Tools -> Sync. The dropdown menu closes, but otherwise there is no feedback suggesting success or failure. These steps don't seem to do anything.

I've tried every combination of opening the Firefoxes, attempting to sync, closing the Firefoxes, reopening in different orders, etc.

It's been this way since I set up sync a few days ago. https://twitter.com/mozservices shows no ongoing issues at the moment.

I'd like to use sync as described on https://support.mozilla.org/en-US/kb/firefox-sync-take-your-bookmarks-and-tabs-with-you?esab=a&as=aaq :

"Firefox Sync makes it easy to surf the Web on your PC, get up and go and have everything (open tabs, saved passwords, browsing history and bookmarks) waiting for you on your phone just the way you left it."

Is that a supported scenario?

the current Sync status (last time synced, for history, bookmarks etc) can be viewed, if you enter about:Config (override the warning) and enter services.sync as the key.

As far as I know, there's been some changes recently in the sync.engine, probably to reduce the traffic, while keeping the functionality intact.

That seems to show that desktop FF is indeed syncing when I click Tools -> Sync. Which possibly suggests that Android FF is in fact not syncing when I toggle syncing on the phone and it updates the "Last synced" time to be the current minute.

about:config and searching for services.sync does nothing on Android FF. Is there a way I can debug syncing from the phone's end?
