I can get new tabs to go to top sites page which is set as blue background and even shows the edit and settings buttons at the lower left corner of the page but clicking on those does nothing. Settings won't open and edit button just sits there after clicking on it. There is no "grid" icon in the upper right corner either to toggle back on. I had to add the top sites icon to all the tool bars, etc. and it does nothing but toggle between the page I'm currently on and the blank top sites page. I am running two computers side by side , both with Windows 7 systems and one works top sites fine but not the other one.
